This is a temporary holding place for categories that have not yet found their proper place in the :category hierarchy. For example, a new user to WikiFur creates an article that is in a new category, but aren't sure where that category goes. Generally speaking, the workflow for dealing with new categories is as follows:

1. New category is listed in an article. The link, when clicked, goes to an edit page.
2. If someone wishes to create a page for that category (so the articles in it are listed), but is not sure where to put it, then it should go in this category.
3. Anyone who visits this category and sees other categories listed in it is welcome to move any of them to a more appropriate place in the category.
